What Could Really Disrupt China's Economy

As the events of the past few months have shown, the risks of economic disruption are real. Here are several potential risks that could throw China’s economy off track. While the likelihood of all of them occurring is low, they are worth keeping a close watch on:

Jobs

The jobs market is not stressed today, but I believe in the medium term, it absolutely will be.  Officially, 13.2 million new urban jobs were created in 2014; 7.2 million have been created so far in 2015.  Incomes are still rising ahead of nominal GDP, consumer confidence is still strong, and as another positive indicator of income growth, income tax receipts were up 20% in Q2 2015.

We have just passed through a golden decade for blue collar workers in China: wages were pushed up 15% + per annum, income levels allowed many to buy property and a car for the first time ever.  It was perhaps similar to compressing the experience of 1950-80 in US manufacturing into 10-15 years in China.

That is over.  We have reached the tipping point of substituting capital for labor and capital productivity is rising fast. The true impact of technology on jobs is yet to come but it will not be long before the transformation we have seen on production lines is applied to banks and many other industries also.   SOEs have stopped net new hiring and the coming major thrust to restructure SOEs again is not going to change this.  More broadly, the overall PMI on hiring has hovered below 50 since January in both manufacturing and services.

We see growing skills mismatches.  New graduates have seen zero real growth in wages since 2008, leaving them not much better off than taxi drivers.   The good news is that students have finally realized that the old SOE style jobs for life are not coming back. 

In 2015, 12% of new Peking University graduates went to start ups versus just 4% in 2005. Construction workers, retail sales assistants, bank tellers, and security guards will all need reskilling at scale if they are not to become unemployed and unemployable in the more technology intense economy that China is turning into.

Debt levels

Research from the McKinsey Global Institute identified $28 trillion in the Chinese economy in 2014 and that it had doubled in the last 5 years.  Too much of this debt is held in non-value creating businesses and government vehicles.  This continues to make debt more expensive and scarce for the private sector than it should be.  Moreover piling more debt onto existing bad debt only increases the size of the restructuring that will eventually be needed.  I’m looking for signs that the central government is really constraining local government from borrowing more, is requiring state-owned enterprises to honor their debts or be closed down, and that the cost of borrowing in the private sector is falling. 

Leadership credibility

It has not been a great few months for the credibility of China’s leaders as a result of the stock market gyrations and the Tianjin explosion.  If further events were to pile onto these, then it could make it much harder for the government to lead and to act on future reforms that the economy will require.

More specifically:

  • If the jobs transition is not handled well we could see the emergence of “zombie cities” with mass unemployment. Any city with a heavy dependence on a single traditional industry such as the northern rust belt cities, coal towns, textile towns and the like is vulnerable. We could see China’s version of Detroit many times over. Equally, zombie generations of former construction workers, miners and others from shrinking industries may emerge if these workers are not reskilled for jobs in the new economy.
  • A national health and safety crisis would be very damaging. We have seen massive positive transformations in the dairy industry and agriculture more broadly since the melamine incidents, but the food chain is not perfect.  Local incidents are likely, a nationwide incident much less so but still possible.  It has been more than a decade since the SARS pandemic almost shut down the Chinese economy, a distant memory for almost everyone.  Shortcomings in how SARS was handled damaged government credibility back then.  Is there a better plan for handling a recurrence or an outbreak of MERS in China? I would hope so.

From 1999 to 2004, he served as managing director of McKinsey's Greater China offices and subsequently led McKinsey Asia from Shanghai . He has lived in China for nearly two decades.

Gordon is the author of many articles on topics such as innovation in Asia and the globalization of Asian companies, and is the founder of the Chinese-language edition of The McKinsey Quarterly. He is a frequent speaker at major business fora such as the World Economic Forum’s Summer Davos in Dalian.

傅盛:猎豹移动CEO





独立创业之前,傅盛最为外人所知的事迹,是以产品经理身份主导了360安全卫士的开发。2010年,傅盛创立的可牛影像与金山安全合并成为金山网络,日后更名猎豹移动,于2014年在纽约证券交易所成功上市。猎豹移动是目前在美上市中国互联网公司中,国际化最为成功的一家,主要用户与收入都来自海外。该公司移动端转型也极为成功——移动端收入占比超过半数。猎豹移动有今日的成绩,某种程度上,得益于傅盛对战略问题的深刻理解。


钱东奇:科沃斯机器人董事长





科沃斯是家庭服务机器人领域的领导企业,也是少数让机器人走入家庭,实现大规模商业化的公司。产品线涵盖扫地机器人、擦窗机器人、空气净化机器人、机器人管家等,构成一个完整的品类,覆盖家居生活的主要方面。


除了家庭服务机器人,科沃斯还在进行“商用机器人”产品的研发。创始人钱东奇1958年出生于南京,1987年从南京大学毕业,取得哲学硕士学问。


随后南下,在汕头大学短暂任教,然后下海南,进入外贸行业,最终在1998年创立科沃斯。


刘作虎:一加科技创始人






2013年年底,刘作虎创立一加科技,10个月实现盈利。相比其他中国手机企业的创始人,刘作虎是一个纯粹的产品经理。创业之前,他有15年硬件行业从业经历和打造产品的心得。1998年,浙江大学毕业以后,刘作虎加入步步高集团,从底层技术工程师做起,一直做到OPPO副总裁。截止目前,一加只发布了两款手机,但在海外市场已经颇具口碑。不谈配置,也不谈性价比,注重工业设计和个性化定制,一加是一个拥有鲜明调性的手机品牌。


刘晓东:百润股份董事长


刘晓东出生于1967年,上世纪90年代初在兰州卷烟厂工作,其后一直从事与烟草相关的香精香料行业。2015年,百润股份收购巴克斯酒业(刘晓东是巴克斯酒业的控制人),后者2014年实现销售额9.82亿元,主营业务毛利率高达75.36%。巴克斯酒业拥有预调鸡尾酒“RIO(锐澳)”,是预调鸡尾酒行业的领导品牌,开辟了一个全新的饮品品类。目前,预调鸡尾酒行业总量还比较小,根据百润股份的估算,仅占整个中国酿酒行业的0.12%,存在巨大的市场空间。


张瑞敏:海尔集团CEO






从1984年出任海尔前身青岛电冰箱总厂厂长以来,张瑞敏一直站立在管理思想的前沿。当下,海尔处在网络化战略阶段,张瑞敏在推动海尔从制造产品的企业,转型为孵化创客的平台。海尔的做法是,把员工从被雇佣者、执行者,转变成创业者、合伙人,为此企业向他们让渡了三权,也就是“决策权、用人权、分配权”。1998年,“海尔文化激活休克鱼”案例进入哈佛大学的教学案例库。2015年,“海尔:与用户零距离”案例再次进入哈佛课堂。


鲁先平:微芯生物总裁





2015年1月由鲁先平担任总裁和首席科学官的深圳微芯生物第一个原创新药“西达本胺”获得cfda批准上市。这是全球首个获准上市的亚型选择性组蛋白去乙酰化酶口服抑制剂,也是中国首个授权美国等发达国家专利使用的原创新药。作为中国新药领域的拓荒者,鲁先平已经在中国这个新药创新的盐碱地耐心耕耘了14年。鲁先平通过建立药物早期筛选评价平台,借助生物芯片、基因图谱、生物统计以及化学基因组学、蛋白质组学、代谢组学等等生物科技领域的最新技术,缩短新药研发周期,降低研发风险,“西达本胺”就是深圳微芯生物这个创新平台的首个成果。


程维:滴滴出行创始人


程维创立滴滴出行三年,目前已将其打造为中国最大的出行平台。成立之初,滴滴以解决打车难为目标,经过三年发展,现在产品每天为超过1亿用户服务,并拥有专车、顺风车、代驾等多条产品线。2015年2月,滴滴和快的正式宣布合并,滴滴快的成为互联网两大巨头阿里和腾讯共同投资的移动互联网公司。目前滴滴估值超百亿美金,程维下一步的目标是将滴滴打造为全球最大的一站式出行平台。


刘自鸿:柔宇科技创始人






在全球新兴的柔性显示领域,刘自鸿创立的柔宇科技公司(Royole)用3年时间,走在了行业创新前列。2014年8月,柔宇科技发布厚度仅为0.01毫米的全球最薄AMOLED柔性显示屏,卷曲半径不到1毫米;2015年7月,柔宇科技成为中国首家宣布实现柔性显示模组和柔性触摸屏量产的公司。最近,柔宇科技完成11亿人民币的新一轮融资,由此用不到三年时间闯入估值10亿美元的公司俱乐部。1983年出生的刘自鸿六年前从斯坦福大学取得电子工程博士学位后,加入IBM位于纽约的全球研发中心担任顾问级工程师。2012年他在中国深圳和美国硅谷同步创立柔宇科技。


廖杰远:挂号网创始人


伴随医疗体制改革,移动医疗领域迎来巨大的发展机遇,2010年廖杰远创立的挂号网是“互联网+医疗”模式的代表。自2014年获得腾讯领投的1亿美元投资后一年,今年挂号网又获得逾3亿美元投资,总市值超过15亿美元,是中国其它几家领先移动医疗公司市值总和。目前挂号网平台聚集了超过1亿实名认证用户、19万名医生,2014年为1.6亿人次提供便捷就医通道。通过连接医院、医生和患者,挂号网不仅在预约挂号,而且在移动问诊和复诊、医药、保险等领域进行纵深的生态布局。廖杰远曾是语音识别专家,早在2005年便成为“福布斯中国科技先锋”人物;他还是百战不殆的连续创业者,目标是“让人人都用上自己的服务”。


马明哲:平安集团董事长


20年内,马明哲带领平安从13名员工的单一财产险公司跻身中国三大综合金融集团,旗下20多家金融公司,业务囊括保险、银行、证券、信托、基金等全金融领域,这为其大数据服务带来超过7亿用户的多维度信息和数据,包含几百多个因子。他还在互联网金融风口上先人一步。今年以来,平安互联网交易总额达5.5万亿元,旗下陆金所交易规模仅上半年便超5000亿。在云计算、人脸识别、眼纹声纹认证、大数据征信与移动支付上也有布局,且大部分已应用到金融业务中。

Tras las últimas caídas en bolsa china, hubo quien incluso llegó a comparar este país con Grecia.Luego, la devaluación del yuan se relacionó con dicha caída y no pocos esperaban un colapso venezolano. China, sin embargo, tiene más ahorro que cualquier otro país del mundo. Es acreedor neto mundial desde hace dos décadas y media. Y, si bien tiene como desafío dar un mayor peso al sector privado para asignar eficientemente el ahorro, nadie espera que aquí llegue la troika a dispensar sus recetas este año 2015. Ni tampoco el próximo. Os explicamos todo, en este reportaje, desde Pekín.

Excmos. Sres. Jefes de Estado y de Gobierno,

Representantes de la ONU y otras organizaciones internacionales,

Distinguidos invitados,

Todos los oficiales y solados participantes en la parada militar,

Señoras y señores, compañeros y amigos:

Hoy es una fecha siempre conmemorable para todos los pueblos del mundo. En un día como hoy hace 70 años, tras 14 años de luchas extraordinariamente duras y difíciles, el pueblo chino conquistó la gran victoria en la Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa, declarando la victoria total en la Guerra Antifascista Mundial, el sol de la paz volvió a iluminar todos los rincones de la tierra.

En nombre de Comité Central del Partido Comunista de China, la Asamblea Popular Nacional, el Consejo de Estado, el Comité Nacional de la Conferencia Consultiva Política del Pueblo Chino y la Comisión Militar Central, quiero expresar aquí nuestra alta consideración a todos los veteranos combatientes, compañeros, personalidades patrióticas y jefes militares de todo el país participantes en la Guerra de Resistencia contra la Agresión Japonesa, así como a todas las hijas e hijos de la nación china dentro y fuera del país quienes aportaron importantes contribuciones a la victoria en esta guerra, al tiempo de manifestar nuestro sincero agradecimiento a los Gobiernos y amigos extranjeros que brindaron apoyo y ayuda al pueblo chino en su resistencia contra la agresión y nuestra cálida bienvenida a todos los invitados y amigos de las fuerzas armadas de los distintos países por acompañarnos en esta Conmemoración.

Señoras y señores, compañeros y amigos:

La Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa y la Guerra Antifascista Mundial fueron un gran duelo entre la justicia y el mal, la luz y las tinieblas así como el progreso y la reacción. En esa contienda tan lúgubre como heroica, la Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa fue la que tuvo el arranque más temprano y la duración más prolongada. Frente a los agresores, las hijas e hijos de la nación china, luchando a sangre y fuego con gallardía indoblegable, derrotaron definitivamente a los agresores militaristas japoneses, salvaguardando los frutos de más de 5000 años de desarrollo de la civilización china y la causa de la paz de la humanidad y forjando toda una maravilla en las historias bélicas y una proeza de la nación china.

La victoria en la Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa constituye la primera victoria completa que conquistó China en sus luchas contra las agresiones extranjeras a raíz de la época moderna. Esta gran victoria desbarató en definitiva el complot del militarismo nipón de colonizar y esclavizar China, lavando la humillación nacional de sufrir fracaso tras fracaso en los combates contra los agresores foráneos desde los tiempos modernos. Esta gran victoria restableció el estatus de China como gran país en la palestra internacional, permitiendo al pueblo chino granjearse el respecto de los pueblos amantes de la paz de todo el mundo. Esta trascendental victoria abrió las brillantes perspectivas para la gran revitalización de la nación china, emprendiendo la nueva marcha de la China milenaria, como el ave fénix que renace de la hoguera tras el nirvana.

Durante esa contienda, el pueblo chino apuntaló el principal frente en Oriente de la Guerra Antifascista Mundial mediante ingentes sacrificios nacionales, haciendo contribuciones trascendentales a la victoria de la Guerra Antifascista Mundial. El pueblo chino también contó con el amplio apoyo de la comunidad internacional en su Guerra de Resistencia contra la Agresión Japonesa y grabará para siempre en su mente las aportaciones de los pueblos del mundo en aras de la victoria en la Guerra de Resistencia de China contra la Agresión Japonesa.

Señoras y señores, compañeros y amigos,

Los que ha vivido la guerra conocen mejor lo precioso que es la paz. Nuestra conmemoración del 70º Aniversario de la Victoria en la Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa y en la Guerra Antifascista Mundial tiene por objeto grabar en la mente la historia, honrar la memoria de los mártires, valorar la paz y crear el futuro.

Esa conflagración se extendió por Asia, Europa, África y Oceanía, causando más de 100 millones de muertos y heridos entre militares y civiles, incluidos más de 35 millones de China y más de 27 millones de muertos de la Unión Soviética. El no permitir en absoluto que se repita la tragedia histórica constituye la mejor conmemoración de los héroes caídos en aquellos años en defensa de la libertad, la justicia y la paz de la humanidad y de los inocentes que murieron víctimas de crueles matanzas.

La guerra es un espejo que nos permite apreciar mejor el valor de la paz. Hoy en día, la paz y el desarrollo se han convertido en la temática de nuestra época. Sin embargo, el mundo sigue siendo muy intranquilo, con la espada de Damocles de la guerra sobre la cabeza de la humanidad. Debemos sacar lecciones de la historia y afianzar nuestra determinación en salvaguardar la paz.

En aras de la paz, debemos consolidar la conciencia sobre la comunidad de destino de la humanidad. El perjuicio, la discriminación, el odio y la guerra sólo infligirán desastres y angustias. El respeto mutuo, el trato en pie de igualdad, el desarrollo pacífico y la prosperidad común constituyen la ley del mundo. Los países del mundo deben salvaguardar juntos el orden y el sistema internacionales que tienen como núcleo los propósitos y principios consagrados en la Carta de las Naciones Unidas y construir activamente unas relaciones internacionales de nuevo tipo enfocadas en la cooperación y el ganar-ganar, con vistas a impulsar en conjunto la sublime causa de la paz y el desarrollo del mundo.

En aras de la paz, China seguirá consecuentemente el camino del desarrollo pacífico. La nación china siempre ha sido amante de la paz. Sea cual fuere su fase de desarrollo, China nunca pretenderá la hegemonía o buscará la expansión, nunca impondrá su trágica experiencia a otros pueblos. El pueblo chino mantendrá su trato amistoso con todos los pueblos del mundo, defenderá con firmeza los frutos de la victoria en la Guerra de Resistencia del Pueblo Chino contra la Agresión Japonesa y en la Guerra Antifascista Mundial, al tiempo de esforzarse por aportar nuevas y mayores contribuciones a la humanidad.

El Ejército Popular de Liberación de China es un ejército formado por los hijos del pueblo. Los oficiales y soldados de todo el ejército deben recordar siempre el propósito fundamental de servir al pueblo de todo corazón, cumplir fielmente el deber sagrado de salvaguardar la seguridad de la patria y la vida pacífica del pueblo, y desempeñar con lealtad la sagrada misión de preservar la paz mundial. Declaro que China procederá a un desarme de 300 mil efectivos.

Señoras y señores, compañeros y amigos,

Tras dar el primer paso con el pie derecho, debemos asegurarnos de que la causa coseche frutos. El realizar la gran revitalización de la nación china exige esfuerzos de generación en generación. La nación china, hacedora de una espléndida civilización de más de 5000 años de historia, podrá también crear, sin duda alguna, un mañana aún más promisorio.

En el camino de avance, el pueblo de todas las etnias del país ha de atenerse, bajo el liderazgo del Partido Comunista de China, a la orientación del marxismo-leninismo, el pensamiento Mao Zedong, la teoría de Deng Xiaoping, el importante pensamiento de la triple representatividad y la concepción científica del desarrollo, seguir el camino del socialismo con peculiaridades chinas a la luz de la disposición estratégica de las cuatro integralidades, dando mayor esplendor al gran espíritu patriótico y de resistencia del pueblo chino contra la agresión japonesa, para seguir avanzando con gallardía, unidos como un solo hombre y desafiando la tempestad, hacia nuestros objetivos establecidos.

Dejémonos grabar juntos en la mente la gran verdad ilustrada por la historia:

¡Triunfará la justicia!

¡Triunfará la paz!

¡Triunfará el pueblo!

今天,是一个值得世界人民永远纪念的日子。70年前的今天,中国人民经过长达14年艰苦卓绝的斗争,取得了中国人民抗日战争的伟大胜利,宣告了世界反法西斯战争的完全胜利,和平的阳光再次普照大地。

在这里,我代表中共中央、全国人大、国务院、全国政协、中央军委,向全国参加过抗日战争的老战士、老同志、爱国人士和抗日将领,向为中国人民抗日战争胜利作出重大贡献的海内外中华儿女,致以崇高的敬意!向支援和帮助过中国人民抵抗侵略的外国政府和国际友人,表示衷心的感谢!向参加今天大会的各国来宾和军人朋友们,表示热烈的欢迎!

女士们、先生们,同志们、朋友们!

中国人民抗日战争和世界反法西斯战争,是正义和邪恶、光明和黑暗、进步和反动的大决战。在那场惨烈的战争中,中国人民抗日战争开始时间最早、持续时间最长。面对侵略者,中华儿女不屈不挠、浴血奋战,彻底打败了日本军国主义侵略者,捍卫了中华民族5000多年发展的文明成果,捍卫了人类和平事业,铸就了战争史上的奇观、中华民族的壮举。

中国人民抗日战争胜利,是近代以来中国抗击外敌入侵的第一次完全胜利。这一伟大胜利,彻底粉碎了日本军国主义殖民奴役中国的图谋,洗刷了近代以来中国抗击外来侵略屡战屡败的民族耻辱。这一伟大胜利,重新确立了中国在世界上的大国地位,使中国人民赢得了世界爱好和平人民的尊敬。这一伟大胜利,开辟了中华民族伟大复兴的光明前景,开启了古老中国凤凰涅槃、浴火重生的新征程。

在那场战争中,中国人民以巨大民族牺牲支撑起了世界反法西斯战争的东方主战场,为世界反法西斯战争胜利作出了重大贡献。中国人民抗日战争也得到了国际社会广泛支持,中国人民将永远铭记各国人民为中国抗战胜利作出的贡献!

女士们、先生们,同志们、朋友们!

经历了战争的人们,更加懂得和平的宝贵。我们纪念中国人民抗日战争暨世界反法西斯战争胜利70周年,就是要铭记历史、缅怀先烈、珍爱和平、开创未来。

那场战争的战火遍及亚洲、欧洲、非洲、大洋洲,军队和民众伤亡超过1亿人,其中中国伤亡人数超过3500万,苏联死亡人数超过2700万。绝不让历史悲剧重演,是我们对当年为维护人类自由、正义、和平而牺牲的英灵、对惨遭屠杀的无辜亡灵的最好纪念。

战争是一面镜子,能够让人更好认识和平的珍贵。今天,和平与发展已经成为时代主题,但世界仍很不太平,战争的达摩克利斯之剑依然悬在人类头上。我们要以史为鉴,坚定维护和平的决心。

为了和平,我们要牢固树立人类命运共同体意识。偏见和歧视、仇恨和战争,只会带来灾难和痛苦。相互尊重、平等相处、和平发展、共同繁荣,才是人间正道。世界各国应该共同维护以联合国宪章宗旨和原则为核心的国际秩序和国际体系,积极构建以合作共赢为核心的新型国际关系,共同推进世界和平与发展的崇高事业。

为了和平,中国将始终坚持走和平发展道路。中华民族历来爱好和平。无论发展到哪一步,中国都永远不称霸、永远不搞扩张,永远不会把自身曾经经历过的悲惨遭遇强加给其他民族。中国人民将坚持同世界各国人民友好相处,坚决捍卫中国人民抗日战争和世界反法西斯战争胜利成果,努力为人类作出新的更大的贡献。

On the 70th anniversary of the end of the war, we must calmly reflect upon the road to war, the path we have taken sinceit ended, and the era of the 20th century. We must learn from the lessons ofhistory the wisdom for our future.

More than one hundred years ago, vastcolonies possessed mainly by the Western powers stretched out across the world.With their overwhelming supremacy in technology, waves of colonial rule surged toward Asia in the 19th century. There is no doubt that the resultant sense of crisis drove Japan forward to achieve modernization.Japan built a constitutional government earlier than any other nation in Asia.The country preserved its independence throughout. The Japan-Russia War gave encouragement to many people under colonial rule from Asia to Africa.

After World War I, which embroiled theworld, the movement for self-determination gained momentum and put brakes oncolonization that had been underway. It was a horrible war that claimed as many as ten million lives. With a strong desire for peace stirred in them, peoplefounded the League of Nations and broughtforth the General Treaty for Renunciation of War. There emerged in theinternational community a new tide of outlawing war itself.

At the beginning,Japan, too,kept steps with other nations. However, with the Great Depression setting inand the Western countries launching economic blocs by involving colonial economies,Japan’s economy suffered a major blow. In such circumstances,Japan’s sense of isolation deepened and it attempted to overcome its diplomatic and economic deadlock through the use of force. Its domestic political system could notserve as a brake to stop such attempts. In this way,Japan lost sight of the overall trends in the world.

With the Manchurian Incident, followed bythe withdrawal from the League of Nations,Japan gradually transformed itself into a challenger to the new international order that the international community sought to establish after tremendous sacrifices.Japan took the wrong course and advanced along the road to war.

And, seventy years ago,Japan was defeated.

On the 70th anniversary of the end of the war, I bow my head deeply before the souls of all those who perished both at home and abroad. I express my feelings of profound grief and my eternal,sincere condolences.

More than three million of our compatriots lost their lives during the war: on the battlefields worrying about the future of their homeland and wishing for the happiness of their families; inremote foreign  countries after the war, in extreme cold or heat, suffering fromstarvation and disease. The atomic bombings of Hiroshimaand Nagasaki, the air raids on Tokyo and other cities, and the ground battles in Okinawa, among others, took a heavy toll among ordinarycitizens without mercy.

Also in countries that fought againstJapan,countless lives were lost among young people with promising futures. InChina, Southeast Asia,the Pacific islands and elsewhere that became the battlefields, numerousinnocent citizens suffered and fell victim to battles as well as hardships suchas severe deprivation of food. We must never forget that there were womenbehind the battlefields whose honour and dignity were severely injured.

Upon the innocent people did our country inflictimmeasurable damage and suffering. History is harsh. What is done cannot beundone. Each and every one of them had his or her life, dream, and belovedfamily. When I squarely contemplate this obvious fact, even now, I find myselfspeechless and my heart is rent with the utmost grief.

The peace we enjoy today exists only uponsuch precious sacrifices. And therein lies the origin of postwarJapan.

We must never again repeat the devastationof war.

Incident, aggression, war — we shall neveragain resort to any form of the threat or use of force as a means of settlinginternational disputes. We shall abandon colonial rule forever and respect theright of self-determination of all peoples throughout the world.

With deep repentance for the war,Japanmade thatpledge. Upon it, we have created a free and democratic country, abided by therule of law, and consistently upheld that pledge never to wage a war again.While taking silent pride in the path we have walked as a peace-loving nationfor as long as seventy years, we remain determined never to deviate from thissteadfast course.

Japan hasrepeatedly expressed the feelings of deep remorse and heartfelt apology for itsactions during the war. In order to manifest such feelings through concreteactions, we have engraved in our hearts the histories of suffering of thepeople in Asia as our neighbours: those in Southeast Asian countries such asIndonesia and the Philippines, and Taiwan, the Republic of Korea and China,among others; and we have consistently devoted ourselves to the peace andprosperity of the region since the end of the war.

Such position articulated by the previouscabinets will remain unshakable into the future.

However, no matter what kind of efforts wemay make, the sorrows of those who lost their family members and the painfulmemories of those who underwent immense sufferings by the destruction of warwill never be healed.

Thus, we must take to heart the following.

The fact that more than six millionJapanese repatriates managed to come home safely after the war from variousparts of the Asia-Pacific and became the driving force behind Japan’s postwarreconstruction; the fact that nearly three thousand Japanese children leftbehind in China were able to grow up there and set foot on the soil of theirhomeland again; and the fact that former POWs of the United States, the UnitedKingdom, the Netherlands, Australia and other nations have visited Japan formany years to continue praying for the souls of the war dead on both sides.

How much emotional strugglemust haveexisted and what great efforts must have been necessary for the Chinese peoplewho underwent all the sufferings of the war and for the former POWs whoexperienced unbearable sufferings caused by the Japanese military in order forthem to be so tolerant nevertheless?

That is what we must turn our thoughts toreflect upon.

Thanks to suchmanifestation of tolerance,Japanwas ableto return to the international community in the postwar era. Taking thisopportunity of the 70th anniversary of the end of the war,Japanwouldlike to express its heartfelt gratitude to all the nations and all the peoplewho made every effort for reconciliation.

InJapan, the postwar generations nowexceed eighty per cent of its population. We must not let our children,grandchildren, and even further generations to come, who have nothing to dowith that war, be predestined to apologize. Still, even so, we Japanese,across generations, must squarely face the history of the past. We have theresponsibility to inherit the past, in all humbleness, and pass it on to thefuture.

Our parents’ and grandparents’ generationswere able to survive in a devastated land in sheer poverty after the war. Thefuture they brought about is the one our current generation inherited and theone we will hand down to the next generation. Together with the tirelessefforts of our predecessors, this has only been possible through the goodwilland assistance extended to us that transcended hatred by a truly large numberof countries, such as theUnited States,Australia, and Europeannations, whichJapanhad fiercely fought against as enemies.

We must pass this down from generation togeneration into the future. We have the great responsibility to take thelessons of history deeply into our hearts, to carve out a better future, and tomake all possible efforts for the peace and prosperity of Asiaand the world.

We will engrave in our hearts the past,whenJapanattempted to break its deadlock with force. Upon this reflection,Japanwillcontinue to firmly uphold the principle that any disputes must be settledpeacefully and diplomatically based on the respect for the rule of law and notthrough the use of force, and to reach out to other countries in the world todo the same. As the only country to have ever suffered the devastation ofatomic bombings during war,Japanwill fulfil its responsibility in the international community, aiming at thenon-proliferation and ultimate abolition of nuclear weapons.

We will engrave in our hearts the past, whenthe dignity and honour of many women were severely injured during wars in the20th century. Upon this reflection,Japanwishes to be a country alwaysat the side of such women’s injured hearts.Japanwill lead the world in makingthe 21st century an era in which women’s human rights are not infringed upon.

We will engrave in our hearts the past,when forming economic blocs made the seeds of conflict thrive. Upon thisreflection,Japanwill continue to develop a free, fair and open international economic systemthat will not be influenced by the arbitrary intentions of any nation. We willstrengthen assistance for developing countries, and lead the world towardfurther prosperity. Prosperity is the very foundation for peace.Japanwill makeeven greater efforts to fight against poverty, which also serves as a hotbed ofviolence, and to provide opportunities for medical services, education, andself-reliance to all the people in the world.

We will engrave in our hearts the past,whenJapanended up becoming a challenger to the international order. Upon thisreflection,Japanwill firmly uphold basic values such as freedom, democracy, and human rights asunyielding values and, by working hand in hand with countries that share suchvalues, hoist the flag of “Proactive Contribution to Peace,” and contribute tothe peace and prosperity of the world more than ever before.

Heading toward the 80th, the 90th and thecentennial anniversary of the end of the war, we are determined to create suchaJapantogether with the Japanese people.


終戦七十年を迎えるにあたり、先の大戦への道のり、戦後の歩み、二十世紀という時代を、私たちは、心静かに振り返り、その歴史の教訓の中から、未来への知恵を学ばなければならないと考えます。

 百年以上前の世界には、西洋諸国を中心とした国々の広大な植民地が、広がっていました。圧倒的な技術優位を背景に、植民地支配の波は、十九世紀、アジアにも押し寄せました。その危機感が、日本にとって、近代化の原動力となったことは、間違いありません。アジアで最初に立憲政治を打ち立て、独立を守り抜きました。日露戦争は、植民地支配のもとにあった、多くのアジアやアフリカの人々を勇気づけました。

 世界を巻き込んだ第一次世界大戦を経て、民族自決の動きが広がり、それまでの植民地化にブレーキがかかりました。この戦争は、一千万人もの戦死者を出す、悲惨な戦争でありました。人々は「平和」を強く願い、国際連盟を創設し、不戦条約を生み出しました。戦争自体を違法化する、新たな国際社会の潮流が生まれました。

 当初は、日本も足並みを揃えました。しかし、世界恐慌が発生し、欧米諸国が、植民地経済を巻き込んだ、経済のブロック化を進めると、日本経済は大きな打撃を受けました。その中で日本は、孤立感を深め、外交的、経済的な行き詰まりを、力の行使によって解決しようと試みました。国内の政治システムは、その歯止めたりえなかった。こうして、日本は、世界の大勢を見失っていきました。

 満州事変、そして国際連盟からの脱退。日本は、次第に、国際社会が壮絶な犠牲の上に築こうとした「新しい国際秩序」への「挑戦者」となっていった。進むべき針路を誤り、戦争への道を進んで行きました。

 そして七十年前。日本は、敗戦しました。

 戦後七十年にあたり、国内外に斃れたすべての人々の命の前に、深く頭を垂れ、痛惜の念を表すとともに、永劫の、哀悼の誠を捧げます。

 先の大戦では、三百万余の同胞の命が失われました。祖国の行く末を案じ、家族の幸せを願いながら、戦陣に散った方々。終戦後、酷寒の、あるいは灼熱の、遠い異郷の地にあって、飢えや病に苦しみ、亡くなられた方々。広島や長崎での原爆投下、東京をはじめ各都市での爆撃、沖縄における地上戦などによって、たくさんの市井の人々が、無残にも犠牲となりました。

戦火を交えた国々でも、将来ある若者たちの命が、数知れず失われました。中国、東南アジア、太平洋の島々など、戦場となった地域では、戦闘のみならず、食糧難などにより、多くの無辜の民が苦しみ、犠牲となりました。戦場の陰には、深く名誉と尊厳を傷つけられた女性たちがいたことも、忘れてはなりません。

 何の罪もない人々に、計り知れない損害と苦痛を、我が国が与えた事実。歴史とは実に取り返しのつかない、苛烈なものです。一人ひとりに、それぞれの人生があり、夢があり、愛する家族があった。この当然の事実をかみしめる時、今なお、言葉を失い、ただただ、断腸の念を禁じ得ません。

 これほどまでの尊い犠牲の上に、現在の平和がある。これが、戦後日本の原点であります。

 二度と戦争の惨禍を繰り返してはならない。

 事変、侵略、戦争。いかなる武力の威嚇や行使も、国際紛争を解決する手段としては、もう二度と用いてはならない。植民地支配から永遠に訣別し、すべての民族の自決の権利が尊重される世界にしなければならない。

先の大戦への深い悔悟の念と共に、我が国は、そう誓いました。自由で民主的な国を創り上げ、法の支配を重んじ、ひたすら不戦の誓いを堅持してまいりました。七十年間に及ぶ平和国家としての歩みに、私たちは、静かな誇りを抱きながら、この不動の方針を、これからも貫いてまいります。

 我が国は、先の大戦における行いについて、繰り返し、痛切な反省と心からのお詫びの気持ちを表明してきました。その思いを実際の行動で示すため、インドネシア、フィリピンはじめ東南アジアの国々、台湾、韓国、中国など、隣人であるアジアの人々が歩んできた苦難の歴史を胸に刻み、戦後一貫して、その平和と繁栄のために力を尽くしてきました。

 こうした歴代内閣の立場は、今後も、揺るぎないものであります。

 ただ、私たちがいかなる努力を尽くそうとも、家族を失った方々の悲しみ、戦禍によって塗炭の苦しみを味わった人々の辛い記憶は、これからも、決して癒えることはないでしょう。

 ですから、私たちは、心に留めなければなりません。

戦後、六百万人を超える引揚者が、アジア太平洋の各地から無事帰還でき、日本再建の原動力となった事実を。中国に置き去りにされた三千人近い日本人の子どもたちが、無事成長し、再び祖国の土を踏むことができた事実を。米国や英国、オランダ、豪州などの元捕虜の皆さんが、長年にわたり、日本を訪れ、互いの戦死者のために慰霊を続けてくれている事実を。

 戦争の苦痛を嘗め尽くした中国人の皆さんや、日本軍によって耐え難い苦痛を受けた元捕虜の皆さんが、それほど寛容であるためには、どれほどの心の葛藤があり、いかほどの努力が必要であったか。

 そのことに、私たちは、思いを致さなければなりません。

 寛容の心によって、日本は、戦後、国際社会に復帰することができました。戦後七十年のこの機にあたり、我が国は、和解のために力を尽くしてくださった、すべての国々、すべての方々に、心からの感謝の気持ちを表したいと思います。

 日本では、戦後生まれの世代が、今や、人口の八割を超えています。あの戦争には何ら関わりのない、私たちの子や孫、そしてその先の世代の子どもたちに、謝罪を続ける宿命を背負わせてはなりません。

 しかし、それでもなお、私たち日本人は、世代を超えて、過去の歴史に真正面から向き合わなければなりません。謙虚な気持ちで、過去を受け継ぎ、未来へと引き渡す責任があります。

 私たちの親、そのまた親の世代が、戦後の焼け野原、貧しさのどん底の中で、命をつなぐことができた。そして、現在の私たちの世代、さらに次の世代へと、未来をつないでいくことができる。それは、先人たちのたゆまぬ努力と共に、敵として熾烈に戦った、米国、豪州、欧州諸国をはじめ、本当にたくさんの国々から、恩讐を越えて、善意と支援の手が差しのべられたおかげであります。

 そのことを、私たちは、未来へと語り継いでいかなければならない。歴史の教訓を深く胸に刻み、より良い未来を切り拓いていく、アジア、そして世界の平和と繁栄に力を尽くす。その大きな責任があります。

 私たちは、自らの行き詰まりを力によって打開しようとした過去を、この胸に刻み続けます。だからこそ、我が国は、いかなる紛争も、法の支配を尊重し、力の行使ではなく、平和的・外交的に解決すべきである。この原則を、これからも堅く守り、世界の国々にも働きかけてまいります。唯一の戦争被爆国として、核兵器の不拡散と究極の廃絶を目指し、国際社会でその責任を果たしてまいります。

 私たちは、二十世紀において、戦時下、多くの女性たちの尊厳や名誉が深く傷つけられた過去を、この胸に刻み続けます。だからこそ、我が国は、そうした女性たちの心に、常に寄り添う国でありたい。二十一世紀こそ、女性の人権が傷つけられることのない世紀とするため、世界をリードしてまいります。

 私たちは、経済のブロック化が紛争の芽を育てた過去を、この胸に刻み続けます。だからこそ、我が国は、いかなる国の恣意にも左右されない、自由で、公正で、開かれた国際経済システムを発展させ、途上国支援を強化し、世界の更なる繁栄を牽引してまいります。繁栄こそ、平和の礎です。暴力の温床ともなる貧困に立ち向かい、世界のあらゆる人々に、医療と教育、自立の機会を提供するため、一層、力を尽くしてまいります。

 私たちは、国際秩序への挑戦者となってしまった過去を、この胸に刻み続けます。だからこそ、我が国は、自由、民主主義、人権といった基本的価値を揺るぎないものとして堅持し、その価値を共有する国々と手を携えて、「積極的平和主義」の旗を高く掲げ、世界の平和と繁栄にこれまで以上に貢献してまいります。

終戦八十年、九十年、さらには百年に向けて、そのような日本を、国民の皆様と共に創り上げていく。その決意であります。
